What is the P4P WelterWeight Rankings?

I'm guessing he just means boxers that are recognised by both sets of top ten ratings? So they have not one rank but two at stake when they fight.

Well, it doesnt matter what he is trying to say. If that is the case, he should had said, ranked P4P and ranked in the WW division.

I think maybe your wording threw them off. They're ranked by Ring ****zine as #2 and #3 "P4P" in the world, but when talking about the Welterweight Division itself, the term P4P doesn't really fit more than describing both as two top WW fighters as opposed to P4P Welterweights.
