Most state commissions have boxers submit to only urine tests before and after a fight. The Texas agency doesn't even do that. Its executive director, William Kuntz, can order a drug screen for boxers if there is "good cause." But Susan Stanford, a public information officer for the department, doesn't envision that happening for this fight, even though Pacquiao has come under increased scrutiny of late over the issue of performance-enhancing drugs. "At the present time, no drug testing will be required of the boxers," she told The News Thursday. "We don't see rumors as good cause. There is a medical examination before the fight, but that doesn't include drug testing."

Arum said he chose to stage the fight in Texas for the amenities, not the lack of drug testing. "I always assumed (that Texas) did drug testing, but I know for sure that the WBO insists on that," Arum said in a phone interview. "The reason the fight is in Texas is because it's in Cowboys Stadium, not because of the (lack of) drug testing."

you forgot to bold the sentenced just after the one you bolded

    here it is:

they could do the testing if it's stipulated in the contract

i dnt get the purpose of so many posts on this thread. a few things we know now.

      1. xylocaine is not a banned substance. once again, i say what is different between using xylocaine and using a cortizone shot, its the same thing.

      2. ellerbe has a point. why used xylocaine if you havent had hand problems. it has an epic downside. if u cant feel ur hands, you dont kno how hard u punch. u dnt use xylocaine unless u absolutely have to.

      3. the commissions allow the use of xylocaine, so what does it matter one way or another?? u guys cant be making things banned substances just because u dnt like it. that makes no sense, u aint a boxer. if u were, the go maye ur own contract stip saying xylocaine is not allowed in ur fight. thts wat contracts r for.

      4. ellerbe is kinda being hypocritical, considering what the may camp did to pac. but once again, id argue, floyd never directly accused manny of anything. his father and his uncle did tho...but w/e. the mayweathers were wrong on tht one. i still dont think floyd was wronf for askin for more testing tho. thats his constitutuional right.

im being fairly unbiased here, i love the work of both fighters and i call it how i see it. but some of u guys on here are like nagging roaches with ur posts, u just ignore facts and make stuff up. i dnt get how that works.

After what xylocaine had done in floyds career ellerbe should be happy with this drugs that isn't still banned in the nevada, without this xylocaine drugs floyd would just be a mediocre fighter.

I still can't believe people think Floyd himself stipulated OST drug testing when it was actually Leonard Ellerbe and Al Haymon who wrote that into the contract to protect their fighter. Even Ellerbe admitted it in several interviews.

Yes cause we all know xylocaine makes you able to not only adjust to your opponents in the ring but it also allows you to make your opponent miss while in front of you and it gives you unbelievable accuracy plus the ability to have one of the best defenses the sport has ever seen. Xylocaine should be taken by all fighters cause they would cease being mediocre and acquire all those attributes that floyd has thanks to xylocaine. You sir have made the dumbest comment i've seen on this site.

It makes floyd withstand all the punches that his opponents throw at him, watch marquez-mayweather and mayweather-dela hoya, mayweather just laugh all the solid punches that marquez connected at him and the left hook that dela hoya landed at floyd's chin that knock out all of dela hoya's opponent didn't badge floyd at all and that is all because of the xylocaine drugs.

Did you even watch the Marquez fight? What solid punches did he land!? He was only connecting in single digits during the fight and only a couple were actually flush shots. Do you watch boxing, cause that's what everyone seems to mention is the fact that Floyd doesn't get hit flush often. You act like he has a glass jaw and can't take any punch. He's only been stunned a couple times in his career and most of those were from the Corley fight when he was pressing the action. How many times did De la hoya land a clean left hook? I counted once at the end of the fight with ten seconds left when they finally went toe to toe. Oscar landed a clean left hook on shane that didn't knock him out, is Shane taking xylocaine too? You're letting your hate for one fighter totally cloud your judgement. I'm not a big floyd fan, but I'm not gonna be biased and say that he's a mediocre fighter. You are what people call a "casual fan."
