The difference is Manny Pacquiao was asked to take a certain test. He declined.
Floyd was never asked to do so. If he was, present evidence of that fact.

Is Manny Pacquiao guilty of taking PEDS? I dont know. But i can not prove he is. Therefore he is innocent until proven guilty.
He is guilty of ducking a fight with Mayweather tho. Thats a fact.
