The agreed upon weight is welterweight.
1. An unarmed combatant who fails to make the weight agreed upon in his bout agreement forfeits:
(a) Twenty-five percent of his purse if no lesser amount is set by the Commission’s representative; or
(b) A lesser amount set by the Executive Director and approved by the Commission,
Ê unless the weight difference is 1 pound or less.
2. A forfeit must be divided equally between the other unarmed combatant and the Commission.

There's a lot of ways you can twist that one quote.
But he didn't not make weight(IE; Come in at 148), and it doesn't mention "COTNRACTUAL" agreements. If you agree to fight at 140, and someone comes in at 141 that's different.
You can't fight at 144, someone comes in at 146, and say he missed an entire weight class.
Thus Mayweather still ends up paying his $600,000 fine for breaking a "CONTRACTUAL" agreement.

Are you ******? When a weight is agreed upon they are talking about the weightclass i.e. a welterweight bout. It's not talking about a certain pound like 144 because they do not recognize 144 as a weight. It's recognized anywhere between over 140-147. The link I just showed you tells you what they classify as weight! The NSAC can't penalize someone for something that is not in their rulebook i.e. a 144 weight limit? Are you dense?
