If blood testing is institutionalized in international/professional boxing, no doubt Pacquiao will adhere to that. Pac and his team always indicated, whatever is required by the boxing commission or boxing authorities, they will abide.

All Arum did was ask NSAC to do the random drug testing, which they have already recently formed and used for an MMA fight. The NSAC random drug testing program sends samples to a WADA accredited lab in Salt Lake City, Utah. There are only 2 WADA accredited labs in the United States. The other is the UCLA lab in Los Angeles, which USADA and VADA send samples to. WADA just sets the standards, makes the rules/lists of what is acceptable, what is unacceptable, etc.
