They did say though "We'll do whatever the NSAC asks of us." Which makes sense when you see that a petition essentially has to be filed with the NSAC for approval anyways.

???? Lots of question marks here. Wouldn't it make more sense to file with the NSAC first, then you'll have leverage in having the blood tests for the fight?
Looking from the outside in as neither a Mayflower nor a *******, I can only come to a couple conclusions:
[b]1. This is all a marketing ploy to generate hype for the fight.
2. Mayweather and GBP had no intention on filing a petition. They knew
Pacquiao would never go for this, so they're using it to either
postpone or duck the fight.
3. They are trying to assassinate Pacquiaos character to rebuild Mayweather. I mean it is a hard pill to swallow when a foreigner is the bigger star than an American in AMERICA!
