I was a bit harsh on you, I apologize, but let me enlighten you a bit. The penalties that was agreed upon is for both boxers, it is not just for one boxer's benefit alone. Nobody in their sane minds would agree to such a one-sided agreement. Like you said, the Pac-Oscar fight was at an agreed upon 147, Pacman came in at 148 1/2 that night, and I believe the penalty was 3 million for every pound, why didn't Pac pay Oscar 6 million then? You could also hear Emmanuel Steward, Jim Lampley and Larry Merchant saying that they expected Oscar to come in at 160 lbs., if there was such an agreement that existed, why would these 3 expect Oscar to come in that heavy if there's consequences to his action? There's also some sort of disclaimer there that the fight night weight for both boxers is unofficial, meaning you can come in as heavy as you want, no penalties will await both boxers.
Think about it...
