      The first part you have incorrect. The ref did not give Fury a standing 8 count. He gave him a "mandatory 8 count" which is required when a knockdown occurs. This is under the unified rules of boxing, which also state that if the ropes keep a hurt fighter from falling down, it is to be ruled a knockdown and hence the mandatory 8 count
      ​applies. The question was whether he could've/should've ruled a knockdown earlier as Fury was flying around pillar to post and was flailing on the ropes at least 2x prior. But I agree with you, the low blow by Dubois was legal, just the same way it was in Khan-Judah and Crawford -Khan
