It doesn’t conclude anything.

There is no way to demonstrably prove he wasn’t using intentionally. Jus the opinion of the people making the judgment, which often goes hand in hand with financial incentive.

These things are arbitrary. Like I say, there is no way to prove or disprove. Only Ryan will truly know.
