Why can’t Haney finish fights well ?

His fight against Lomachenko was close but towards the end of the fight Loma started to dominate him. His recent fight vs ryan garcia was pretty close until the 12th round and Garcia was able to knock him down multiple times and ultimately win the fight. Is it his stamina or mentality
