It doesn't make you wonder though does it? Do you honestly think there's an international program where en****** manipulate drug tests? Not only is it illegal but it would be incredibly difficult to have all these different commissions and testing agencies on a payroll. Furthermore, the cons outweigh the benefits for all the parties involved.
