Is pacquiao really an atg or #4# fighter

Pacquiao has captured six world titles in different weight classes:

The lower weights fought a bunch of nobodys

At 125 lbs he got a draw Marquez
At 130 lbs he fought Maquez again which in many peoples eyes he lost that one.
At 135 lbs he beats up David Diaz a guy who just doesn't have skills and vacates it.
At 140 lbs moves up after beating Diaz and fights Hatton beats Hatton. Now his moving up again to fight Cotto at 145 lbs to go for his 7 world title. My question to this is. Is Manny Really all that great when he has fought alot of guys that aren't that skill. The only good fighters his fought is Morales, Barrera, Marquez and DHL which he fought at the end of his career. He really has not defended his world titles like a real champion does and yet people in here say his ATG which his not. You can't be called ATG or #4# when you beat fighters like Diaz and Hatton. What do you think? Is he an ATG #4# or not?

Nothing against you but it always seem "many" or "most". Well those many and most have it a closed fight and said it could have gone either way.

I don't care if his not an ATG. His a 6x champ, whether is ABC titles or the Ring belt, beat top fighters, and gives excitement.

Well I think he lost that fight and the first fight what killed Marquez were those 3 knockdowns in the 1rst rd.

He's an ATG in my eyes.

                I know some would disagree.

Yeah but how can you be called a champ when you move up in weight class and pick the weakest out of the champions when you could it fought the top dog in the division.
