They are all-time greats, because they are all the dominant forces of this era 'And they have been for a long time'.
To be a all-time great, you need to win a world title, defend the titles, beat the best competition around.
That is what Fury, Wilder and Joshua have done. The competition may not have been great, but they have nevertheless beaten their competition.
Wilder made 10 defenses, Joshua made 7 defenses & is probably going to win his titles back again, Fury is unbeaten and has 1 title defense and 3 great wins.
