I also remember Steward after the fight with Vargas saying that Shane was a small WW. He believed he could fight at 140.

mosley never won a belt at 140 lbs, he passed it over entirely for 147 lbs.
a fight w/ pac will be for the lineal title as well.
that said, mosley is crazy for going all the way to 140 lbs.

If Mosley says he can make 140, he'll be there for the weigh in at 139.9 or less, make no mistake. I never, ever bet against Shane. One of my all time favorites, and will continue to be so, win or lose. Personally, if he gets the fight signed for Manny's JrW. title at 140, I think he wins by KO and I'll put several thousand bucks on it when fight time rolls around.
I just don't think Manny will sign a fight with Shane, whether he agrees to fight at 140 or not. Ever.
