            This is going to sound ****** at first and, probably, is a bit silly- but I think the terms are interchangable based on the current state of the division. It's all in the evocative language.

            Super Welterweight Division makes me think of warriors from 147, having moved up, putting on muscle and running one division higher to hang with the truly large, big framed welterweights who have jumped up to 154 to **** it out. I think this imagery, for me, comes from the emphasize on something beyond- super- welterweight.

            Junior Middleweight, on the other hand, makes the division sound like a training ground for the middleweight greats of tomorrow. Where slightly smaller sized middleweights perfect their craft, begin their career, most knowing the waters lead to 160 eventually.

            I know those are both grossly inaccurate but its what the use of each term suggests to my subconscious, despite neither division necessarily following that real-world criteria.
