I've been there and trust me the place is quite strict. The police wouldn't tolerate 30,000 drunken English yobs (Hatton fans) roaming the steets at night, pissing in the street and being a major annoyance. They'll be arrested, detained and deported quicker than it takes you to read this paragraph.

Seriously? Dude, Dubai is the fastest growing city in the world right now. Just google 'Dubai' and just look at the images that come up. It's another world; spectacularly beautiful and filled with anything and everything you could want. It's a city that you dream about. Even the hookers are damn finneeeeeee!!!
On a serious note though; Dubai has only really emerged as a 'major' player in the last 10 years or so. So, it's understandable that why you were never taught about it. After all, it has no real history in terms of politics, economy or social infastructure and hasn't given the world anything either. Just even 20 years ago most of the place was a desert. 40 years ago only 20,000 people lived there. Now over 4,000,000 live, work and play there.
It's creating it's own history right now in real (accelerated) time.
There isn't a boxing culture in Dubai or even a sporting culture to be honest. It mainly caters for business, commerce, finance, tourism and shopping.
There isn't a venue to host the fight It couldn't even be built in time. Remember the fight is only 5 months away. Nobody can build a venue that quickly, even in Dubai.
boxing has been growing in Dubai the past few years and they've had a number of fight cards on a regular basis. And even if boxing culture isn't that big in Dubai, that doesn't really matter because Pacquiao/Hatton would be a huge deal anywhere.

Just because they've had boxing fights and cards there doesn't mean there is a boxing culture out there. Though that will change in the future hopefully because I think if Dubai gets it right it can rival Vegas in terms of venue/facility stagement of major sporting events. However, the sporting culture still needs to grow out there.
The major sport in Dubai is camel races believe it or not.
