        Since 1977, the United States officially classified black people (revised to black or African American in 1997) as A person having origins in any of the black racial groups of Africa. Other Federal offices, such as the United States Census Bureau and the adheres to the OMB standards on race in its data collection and tabulations efforts.The U.S. Department of Justice Federal Bureau of Investigation also categorizes black or African-American people as "A person having origins in any of the black racial groups of Africa" through racial categories used in the UCR Program adopted from the Statistical Policy Handbook (1978) and published by the Office of Federal Statistical Policy and Standards, U.S. Department of Commerce derived from the 1977 OMB classification.

Some courts have called it the traceable amount rule, and anthropologists used to call it the hypodescent rule, meaning that racially mixed persons were assigned the status of the subordinate group. Prior to the one-drop rule, different states had different laws regarding color; in ******ia, for example, a person was legally black if he or she had at least one-sixteenth black ancestry. The one-drop rule originated in the Southern United States in the 19th century, perhaps in response to the increasingly polarized view of blacks and whites in the wake of the Civil War.The first year in which the U.S. Census did not count mulattoes was 1920, evidencing a shift in the American conception of what an African American is. For African Americans, the one-drop system of pigmentocracy was a significant factor in ethnic solidarity.         any person in the world with lineage connected to the continent of Africa. Is considered black in this Country UNDER THE LAW.
        Because if you have Black Characteristic's (BLOOD) you have a
        lineage connected to the continent of Africa.

        therefore you are considered BLACK

                The thing is that the words Hispanic and Latino are wrongly used. Because as soon has people hear Hispanic, most people think about people south of the border. Spaniards are hispanics too.And they are in another continent. And about the word latino, well, every people who comes from a country whos language came from Latin, then that person is consider Latino. example Italians,Frenchs, Puertorrricans, Mexicans. To put an exaple Brasilians are Latinos but not Hispanics. same with people from Belize and Guyana!!!!

                  Cotto has a great amount of negroid features more so than he does caucasion and mongoloid so he has more african genes that shows up...

                      dawerlzgreatest droppin some Chuck D-like knowledge on yo azz. oh and I just want to point out that whoever on page 1 said mexicans have Incan in them...uh, no you meant AZTEC or Mayan. Incans were in South America
