I still think Cotto presents a tougher challenge.

He wouldn't fight Cotto, so I think we can all be assured that he won't be fighting Margarito either.
He already beat the recognized WW champ in Baldomir. Who had arguably the better resume. Margarito hadn't proved anything at the time of November 2006. His best win was Cintron.
Margarito was so afraid of him that he turned down a huge payday against Cotto (an even easier fight for him then) to fight him.
