Which Divisions Have More Skilled Fighters: 147 and Below or 154 and Up?

Of course the higher weights have some bigger hitters, but welter on down has more skilled boxers.

Yep 147 & below.. There are some guys over 147 that come to mind, but as a whole, the lighter divisions hold the most talent.
