I went to St.Petersburg over the summer, and the people there were generally friendly and seemed nice enough. we didnt exactly scoot around through alleyways or anything, not exactly a good idea in any uncommom place, we stuck to the city area. but it didnt seem extremely uptight. of course, Ukraine is not st.petersburg, but you said eastern europeans so yea...
