There is a distinct advantage in punching power for Toney. He could simply ignore Ho'kin's punches to deliver his own, if it got down to that. Ho'kins was a medium puncher at any weight. The Ho'kins strategy would be to make it a not-fight again.

Hopkins that beats Trinidad beats any Toney
He would use movement and tag Toney from the outside, potshotting, countering
Toney is overrated because he had an aesthically pleasing style. Yes Toney could fight well off the ropes, on the inside and in the middle of ring but I truly believe Hopkins is the better overall fighter and bhop was a man possessed by victory that night he beat Tito
Hopkins Clear UD

At counter punching, Toney was more skilled than Hopkins. Hopkins was a great spoiler, but he really couldn't handle certain styles.
I think it's a pretty close competitive fight, but if Toney is at his very best at MW he should edge it IMO. At most ranges, Toney will have the advantage.

Hopkins best wins were against welters and junior middles moving up. His opponents pale in comparison to Toneys ledger. Toney is a multi-styled fighter Hopkins is a defensive counter move counter punch who needs to out wit his opponents. Toney doesn't fall into that when he was prime. Once again at 160+
you need power to make the difference and all though Toney wasn't a big puncher Hopkins would be "unwilling" to take the lead.
I like Toney by distance win and it could get boring if Hopkins stays defensive.
Ray.
