          Pea/Mayweather/Benitez
          Pep
          Locche

          Robinson/Ray Leonard
          Ali

I dont know about Gans and Benny Leonard personally. The latter three on the list dont really belong there with the others.

Hard to tell because of the different characteristics of each of those fighters. I'd leave benny Leonard and Gans out because there isn't the quality video footage of them in their primes to make comparisons. Ali, Leonard, and Robinson had good but not great defences. 1960s Ali was more difficult to hit than 70s Ali obviously because Ali used his foot speed more than anything for defence. Leonard and Robinson also made more use of footwork and footspeed than great defensive moves. Pep likewise used footspeed, and footwork, mixed with great use of his arms to tie up and twist his opponent all over the place. Anyway no idea of the order but the following 5 must be the hardest to hit i've seen.

                    benitez
                    loche
                    pep
