This is a very general answer, but I'd say it's someone who has: a - dominated a division for a prolonged period of time, or b - climbed weight classes and continued to beat top fighters during their rise in weight.
To expand a bit on that, just to give you a better idea of the way I think; there are of course so many other variables come into the equation too, such as...
- Quality of opponents defeated
- Defeats that they've suffered
- The manner in which they've won and lost fights
- The time in which a fight takes place in perspective to each fighter's career
- Their skill level
- The manner in which they fight
- How they would fare against other great champions from different eras.
It's quite a strange subject, actually, as one person's perception of a certain fighter's 'ranking' or what an ATG actually is could be a whole lot different to the next guy's opinion.
