I don't think so. I don't think it's ever been that good. The 90's had a good period with Trinidad, Delahoya, Quartey, a fading Whitaker and contenders like Oba Carr. But even that didn't match the list you put up, in my opinion.

i would add to the list randy shields, harold volbrecht n hawk price, maybe also jimmy jackson, gonzales from san jose and pete ranzany. well maybe should leave some of those names off. i'm thinkin there was a little time when mayorga, forrest, six heads, margarito, page, jose luis lopez, kermit cintron (when he was good enough to beat teddy reid) maybe a couple others, spinks maybe, mighta been an era of sorts but i'm not sure about the exact time when and if they were active at 147 simultaneously (for the dropouts, that means all at the same time)

                    Gaspar Ortega
                    Florentno Fernandez
                    Jorge Fernandez
                    Ralph Dupas
                    Benny Paret
                    Luis Rodriguez
                    Emile Griffth
I found what I believe is another strong era of ww's in the early sixties Griffth was usually the champ but lost it regained it against Paret and Rodriguez. It is interesting the quality of Cuban fighter during that period and also the friendly rivalry of trainers Gil Clancy and Angelo Dundee who had dupas ,fernadez, and dupas
