Or does at the top of their game mean they were champs when they retired (thus excluding Hagler as well obviously)?

Or was Hamed damaged goods after the Barerra fight?

Perhaps Marvin Hagler. I know he went out on a loss, but he was still pretty much at his best, and lost a very close and contested fight.
