What fight was stopped to early and was the worst stoppage

No particular fight immediately comes to mind, but there is this slender African-American referee (whose name escapes at the moment) that's in the habit of stopping fights prematurely. If a fighter takes about 5 unanswered punches with his back against the ropes, he intervenes.

His name just came back to me, it's Richard Steele. I havn't seen him lately, he might me retired. Is he?

I think Steele is mostly retired, but I see him refereeing fights still from time to time, but not nearly as often.
