Pacquiao or Greb? Both guys are legendary for not only beating, but destroying men much much bigger than themselves. I think I know what the answer is gonna be, but it's an interesting comparison.

Pac has certainly accomplished more through climbing weights, but Greb was actually successful beating top guys who were 40 to 50lbs heavier than him at the time they were fighting.

There is no doubt Greb fought at great weight disparities, but Pac has certainly been more successful in winning titles (both paper and lineal) over a greater span of weights. The thing that needs to be taken into account, in my opinion, is there are many more opportunities to do this with the greater number of belts and weight classes available today. On the flip side, Pac couldn't accomplish Grebs feat because no commission would sanction a fight outside of heavyweight with the huge differences in size you use to be common when fighters of different divisions were allowed to fight. To determine who was greater, I think it depends on how you want to define "weight climber". Both have proven they could be successful, yet under different circumstances.
