Is Pernell Whitaker The Most ''Skilled'' Fighter Of All Time?

It just amazes me how good this guy really was when at his best. He make the likes of Azumah Nelson, Jose Luis Ramirez & Julio Cesar Chavez look like novices most of the time.

He was just so good defensivlely, so relaxed. Is Pea the most skilled fighter of all time? He wasn't even properly beaten in his prime neither.
