Yeah it's odd the Holland doesn't have a tradition for boxing. The only fighter I can think of with any signifikance is Regelio Tuur.
Another country where there's tradition for professional boxing is Finland. And yet the fins havent produced many world class fighters. I would think that the best so far might be present day Amin Asikainen. Maybe Robert Helenius can catch up.
Also Spain is underrepresented at the world level. All I can think of is Javier Castillejo or Poli Diaz. There must be better though.
Others:
Hungary: Laszlo Papp or Zsolt Erdei.
Poland: Dariusz Michalsczewski or Tony Zale (if he can be considered polish).
Ukraine: Wlad Klitschko
Yugoslavia (Bosnia): Mirjan Benes
Rumania: Lucien Bute.
Uganda: Ayub Kalule
Thailand: Sot Chitalada or Khaosai Galaxi.
Venezuela: Edwin Valero
Baltasar Sangchili, the 30's bantamweight who beat the great Panama Al Brown in 2 out of 3 would be a good choice for Spain.
I forgot about Tuur. He was pretty tough and won a WBO belt at super-feather. He'd be the pick of the Dutch so far.
Finland has many amateurs but not many turn pro. Most of their fighters tend to be built for strength as opposed to speed. Asikainen is very average and i recall him getting stopped in the 1st by the very capable Mathew Macklin in Manchester last year.
Helenius was beginning to show some signs of being a HW prospect, but i havn't heard much about him for a while now.
You've chosen some good Eastern Block fighters there. I might have changed Mirjan Benes for Mate Parlov though.
Chitalada is my favourite Thai fighter and a really nice guy too, but i'd say the Galaxy brothers and Wongjonkam are slightly more accomplished.
Kalule was possibly the best from Uganda, but a match between him and John Mugabe would have been highly interesting. They were both Ugandan light-middles who were both around at the same time, so it seems a bit strange they never actually fought one another.

Northern Ireland - Jimmy McLarnin (born in County Down NI, moved to canada when he was 3). Although i'm only going on what ive read about him. Wins over Barny Ross, Young Corbett and an ancient benny leonard cant be too bad.

Bob Fitzsimmons and David Tua both fought for NZ and achieved comparably more.
Fitzsimmons was from Cornwall, England and Tua was from Samoa.

Pretty good list but I'd make a few changes.
Kid Kaplan > Klitschko
Not sure about Maher for Ireland.
Monzon > Perez, but honestly I don't know all that much about Perez, need to do a bit of research on him.
