From what I remember Chavez wanted a rematch but not at welterweight
knowing Chavez, he probably did want a rematch. But King contolled the strings. Remember King (or any other promoter) doesn't have the best interest of the sport in mind. Why would King send his cash cow (Chavez) out against a better fighter (Whitaker), knowing Chavez is gonna get beat. That makes no business sense

That makes no sense Chavez fought Randall who was a tougher matchup Whitaker. Chavez wasn't a welterweight that is real reason why they never got a rematch.
Trojan, your bias is clouding your reasoning. Bottom line, Chavez was great but Whitaker was even better. Whitaker won that night, and would have won the rematch, regardless of the weight. I liked Chavez better too, I'll lie to my wife to cover my azz, I'll lie to my mother to save her feelings, I'll lie to my kids to protect their innocense, But I NEVER EVER lie to myself
