Hopkins and Mayweather were after Jones got dethroned and Pac, MAB and Morrales were'nt even in the picture. Hard to be the P4P when Morrales loses to MAB, PAC AND RHAEEM, MAB loses to PAC and Morales, PAC loses to Morrales and Marquez if we are being serious. So hate on Hopkins and Mayweather but they must be in this timeline also Mosley was close to the top also.
If Whitaker was such a better fighter than why with the weight advantage could he still not get a decision against Chavez when just a few months later Randall fighting Chavez at 140 was able to get one?
Barrera Morales and Pacquiao have accomplished more than Mayweather and to that point they also had accomplished more than Hopkins also(3 of Hopkins top 5 wins: Winky Pavlik and Tarver came after losing to Taylor).
