I'm guessing you are trying to run it on Android??
The usual problem with PC Engine emulators is changing a single line of text in the cue file. Do you have sys3 card?
Get any Megadrive emulator that runs Mega-CD and A PS1 emulator. most
work fine. You will also need "Bios" for the systems
