Any number of things could have happened in that case. Maybe he lost out to a quota hire/affirmative action? That happens all the time. Someone scores high on a civil service exam only to be passed over for someone else to be hired based upon gender/race/ethnicity etc.

Maybe the ones hired in his place had prior military or law enforcement experience...they typically get hiring preferences. Maybe he had some sort of health issue? Or maybe some city hiring manager chose to hire a relative or friend of a friend instead...that happens all the time in civil service. People get hooked up with jobs because of who they are related to or who they know.
