One thing that should be noted is that those countries on the lower end also tend towards more totalitarian modern government (Russia, UK, Ger) in general when compared to countries like Czech Rep and Norway, so that may be a lurking variable. It's a trade-off.
I see the overall violent crime rates in Europe trending up past those of the US via the rate of African migration which is more worth discussing than mass shootings, which we must reiterate, are such a rare form of homicide in every country (including US) that they do not significantly affect overall homicide rates. They merely take advantage of the emotional impulses of low IQ television audiences to "demand action".
