I've encountered many peddlers who are so arrogant and obnoxious that running them down would seem worth the jail time.
Not sure if this scenario applies here.

Did the motorist take out his frustrations on a peddler who was not being arrogant ?
Just doing his thing and staying out of the way ?

Either way, homeboy has to do hard time for whatever reason he had.
