Because it wasn't found by a WADA signatory organisation, it was found by VADA who reports to both camps but can't ban anyone.

A WADA signatory such as UKAD or USADA only reports to offender and interested third parties (i.e. not opposition camp) until the confidential process is complete, then it also bans the athlete if found to have doped.

That's not true when Morales failed USADA test both the commission and the opponent camp were informed about it and were given the option to go ahead or withdraw from the fight before a hearing took place

Are you sure about that? Or was the commission and lead promoter (i.e. interested third parties) notified?

That’s false ukad is only ones that do that so called confidentiality bs USAda reports to all parties just like vada does only difference is vada can’t hand out suspensions
