I only agreed with your very last statement, that he is behind Floyd. The only credit I give to him in that regard, is that he is physically the smaller man and has moved up far more weight classes.
But then you just had to talk bullchit. Marquez lost the first two fights. Robbed fight #3. Won the 4th fight.
Barrera and Morales were both 29 when they first fought Pacquiao. If you are going to whine and say they weren't in their prime, then Pacquiao wasn't in his prime when he whooped Barrera (who coincidentally beat Morales prior to losing to Pacquiao), and when he barely lost to Morales the first fight, when he was around 27? years old.
Regardless, at the end of the day, Pacquiao is ranked higher than all three of those guys, and Floyd is ranked higher than Pacquiao.

* Pacquiao is NOT better than Mayweather
* Pacquiao could never distance himself from Marquez
* Pacquiao is better than Tim Bradley, but not by much
I have Pacquiao in/around Hoya
he beat a bunch of names (not as many as Hoya)..... there are question-marks over some of his wins/opponents (more than Hoya)..... the main difference is, Oscar fought EVERYONE, until he retired
Sugar did not see Pacquiao clearly outboxed by Marquez in the 3rd fight, and KTFO by him in the 4th..... he did not see Pacquiao undressed by Mayweather..... and he did not see Bradley run him real close.....
..... also, those factors..... will put Pacquiao's loss to a faded Morales in better perspective

Pacquiao won by TKO rd 8- Mayweather won by SPLIT DECISION
4. Pacquiao vs Mosley or Mayweather vs Mosley
Both won by UD with Floyd being rocked and hanging on for dear life In
the second round while Pacquiao dropped Mosley In the 3rd round and
