Ratings are down as a result of crap fights as a result of the top guys not wanting to fight top competition unless they're getting insane sums of money!

OF COURSE overpaying fighters would be a major cause of PBC failing. Its called ROI. PBC has to be able to generate high enough ratings to draw in enough advertisers to cover the cost of their events. Its not that complicated.
If the ratings are too low to draw in enough advertisers to cover the production costs, then the expenses are obviously too high.
There are probably a few "Business Basics for Dummies" videos on Youtube or something you could look at......

That timeline is so full of holes because the missing parts does not fit your agenda.
1. WBA sets a timeline for volontary negotiations.
2. Jacobs asks for an interim fight
3. WBA denies interim fight
4. Jacobs asks for a rules change regarding pursesplit
5. GGG says the negotiations isnt progressing and asks for the pursebids to be moved forward
6. WBA denies Jacobs request and Will not change their rules 7. WBA decides to extend the period of volontary negotiations.
