He was ranked at MW and generally considered a middleweight, although he was one or two pounds above the limit in his past few previous fights. It's not unusual.
He was in fact made Golovkin's IBF middleweight mandatory (mainly due to Haymon's $$$$$$, he obviously wasn't good enough to be a mandatory).

I agree he's not very good, but he was made GGG's mandatory after his win over old Soliman.
Golovkin has cleaned out most of the top ten contenders at middleweight (except for those who avoided him like Eubank, Jacobs, Saunders and (previously) Quillan).
Middleweight has a lot of talented up-and-comers (Derevyanchenko, Khytrov, Murata, etc).

Few previous fights? He never made the MW limit in his entire career before fighting Golovkin.
If he was a MW then Canelo's caneloweight fights were LMW.
