This isn't hard to figure out at all. By the time GGG was a name worth risking it was late 2013 and 2014. GGG wasn't much of a draw for the non-fight fan before then. Heck, he didn't even fight in the US until late 2012. There was no fight to be made until GGG became a draw. That was 2014.
Ward's last fight at 168 was in late 2013 and then he didn't fight again until 2015 because he was feuding with his manager (Goossen). When he came back Ward was already fighting at 172 pound catch-weights and then at 175 in 2015. Goossen didn't die until late 2014.
So there never really was a window for these guys to fight. By the time GGG was a big enough draw to even consider fighting, Ward was feuding with Goossen and not fighting. When Ward came back, he was 2 weight classes above GG and couldn't have made the weight.
No one ducked anyone. No one was scared of anyone. The timing simply didn't work.
