The widely-reported justification for Mayweather�s IV is that it was administered to remedy dehydration. On September 11, Mayweather told an interviewer for FightHype.com that he�d been �just rehydrating.?That�s also what USADA suggested to the Nevada State Athletic Commission when it advised the NSAC on May 21 (nineteen days after Mayweather-Pacquiao) that �the infusion was administered to address concerns related to dehydration.?br />
But that statement was made by USADA at a time when it was likely that Mayweather�s IV would pass without public notice. Since then, USADA has declined to state what the medical justification for the otherwise-prohibited IV procedure was.- red flag ( if they're in the right there is nothing to hide)

On September 17, USADA released what it called a �Detailed Correction?of �Can Boxing Trust USADA??The �correction?

One word that USADA�s �Detailed Correction?does not mention is �dehydrated.?Nor does it use �dehydration?or any derivative thereof. - red flag

Most likely, that�s because the available evidence strongly suggests that Floyd Mayweather was not dehydrated. - red flag

Mayweather�s camp has claimed that the fighter is subject to testing ?65-24-7 by USADA,?but in reality, he determines when the testing period begins. In the case of the Berto fight, that began when the event, which had been rumored for weeks, was officially announced in early August, by which point Mayweather potentially could have undergone an assortment of treatments following the Pacquiao bout.

As Conte put it, �I can�t tell you what Floyd Mayweather is and isn�t doing. What he could be doing is this. The fight is over. First, he uses these drugs for tissue repair. Then he can stay on them until he announces his next fight, at which time he�s the one who decides when the next round of testing starts. And by the time testing starts, the drugs have cleared his system.?br />
The drug-testing contract with USADA agreed to by Mayweather and Pacquiao provided for exceptions to WADA rules.
In 2012, Pacquiao�s camp rejected a proposed contract clause that could have allowed USADA to grant a retroactive TUE without notifying the NSAC or the other fighter.

In tests administered to Mayweather by the NSAC for fights in 2011 and 2013, he posted unusually low testosterone-to-epitestosterone ratios, either of which, as another expert described to Hauser, should have served as �a warning flag?for doping.
Another anti-doping agency, VADA, charges less than USADA and offers more stringent tests.

In 46 fights for which it has done testing, USADA acknowledged just one boxer caught with PEDs (Morales), whereas VADA had found three positive results in 18 fights.

?Mayweather had abnormally low T/E (testosterone) ratios prior to the Robert Guerrero and Victor Ortiz fights. Low T/E ratios could indicate tampering/efforts to lower your ratio to cover up testosterone use.

?USADA regularly does not submit information to the Nevada State Athletic Commission. For instance, the NSAC would not allow Pacquiao to receive a Toradol pain-killing injection prior to their May fight, but Floyd was granted a retroactive TUE that was applied for and granted two weeks after the fight.

?USADA saw Mayweather using an illegal IV a day before his fight with Pacquiao but did not notify the athletic commission about it until weeks after the fight. The IV could be used to dilute the blood and cover up PED use.

As we have learned many times in the past, the more guilty the party, the more vigorous the defense. Why has Mayweather been so outspoken about PEDs and accusing Pacquiao? Perhaps because he had something to hide. After all, remember Pacquiao said Mayweather was only using the drug testing talk as an alibi not to fight him. And maybe this is why Mayweather refused to sign a waiver that would have paid Pacquiao $5 million for a failed drug test.
