If someone fights as little as once a year is it too much to expect them to fight the very best available opponent? You use scare-quotes around the word prime as if it's dubious terminology but I could do the same to your 'quality' designation.
Other than the fact he made a lot of money and stayed undefeated, I am just not that impressed with Mayweather. No Williams, Margarito or Cotto at 147 so when one looks behind the hype it's a little underwhelming.
Four belts per weight class, many of which are unnecessary junior classes, so these modern guys can go years without fighting anyone of note. Gervonta Davis being a prime example. Lots of excuses are forgiven by modern fans for fights not happening too ("he's the A-side, bruh").
Relatively speaking, I don't see the modern era as being much better and in some ways it's far worse in terms of promotional politics and the social media clown show.

I also question why SRR is everyone's automatic "best ever." Clearly he's one of the very best -- he looks fantastic in film -- but he's fighting mostly old school white guys (sorry) who aren't necessarily in the same league as the guys Sugar Ray LEONARD whipped.
SRL beat Duran, Hearns, Hagler and Benitez. I don't think Robinson's "hit list" can equal that.
