The Top Guys at 175 in 2012 Was:
Chad Dawson
Benard Hopkins
Jean Pascal
Tavoris Cloud
and Gabriel Campillo
Nathan Cleverly was also getting a lot of hype then
Technically at the time those could have been big fights for him.
And he still only fought one of those guys mentioned and he did so by absolutely draining him. Dawson threw 182 punches in that fight. Says it all.

Back in 2012 Dawson, Pascal, Cloud and even Cleverly would have been worth moving up for because the Division was hot at the time. B-Hop jumped up and and beat Pascal after Pascal beat Dawson, then he beat Cloud, Dawson came back and beat B-Hop then Challenged Ward and eventually fought him.
So explain to me again who he is suppose to move up for after he beat Dawson? Because the Buzz for Kovalev and Stevenson did not start until last year to be honest, after Kovalev Knocked Out Campillo and Stevenson Knocked Out Dawson. So yes he did probably blow off Stevenson Challenge of one fight in Oakland at 168 and one fight in Canada at 175 because at that time, Stevenson wasn't even known by most of you on this forum.
He will get to 175 eventually, some of you act as if he is getting ready to retire without fighting at 175

Ward will get to 175 when he is ready, who is worth moving up for right now? Kovalev? Really? The Hype for Kovalev just started last year, if he beats Kovalev now THEN WHAT? B-HOP already made it clear he won't fight Ward and they won't fight each other. Stevenson is with Haymon on Showtime and so is Pascal so after that he would be back in the same situation he is in now and then people like you will be saying "HE SHOULD MOVE UP TO CRUISERWEIGHT!"

Dawson requested a catch weight, but Ward refused, holding Dawson to what he said in the heat of the moment in his Kellerman interview after a fight.

If he wants to stay at 168 fair enough, but he shouldn't lie about there being nothing at 175 because the truth is there is nothing at 168.
