Is this gonna be the new Floyd standard? Must sign with Mayweather Promotions to fight him? Cus Canelo, Guerrero, et al surely didn't have to sign.

Mayweather Promotions is a limited liability company (an LLC) in Nevada. Being a LLC in Nevada has a bunch of tax advantages including no personal income tax, no corporate tax, no gift tax, and no unitary tax. There are also liability advantages for being located in Nevada including the fact that officers (C-level, presidents, vice presidents, etc.) cannot be sued as an individual for actions tied to the company, except for outright fraud. There are a bunch of business-friendly privacy laws in Nevada as well. I assume that there is some liability and tax advantages for funneling Mayweather's cash through Mayweather Promotions, and that's why it exists.
You may have heard people say that Mayweather promotions is not a licensed promotional company as can be seen here. In Nevada, you have to go through a licensing procedure before the Nevada State Athletic Commission would recognize a LLC which are listed on the NSAC website. Essentially, there is a bunch of paperwork to fill out and there is a sizable fee to pay to NSAC.
It is not a difficult procedure but once you become a licensed promoter, the company becomes responsible for a ton of logistics related to putting on a fight. The promotional company is responsible for paying officials, drug and steroid testing, primary medical insurance for the fighter, making sure an ambulance is at the arena, paying ticket fees, paying television fees, submitting the appropriate paperwork, scheduling the proper events, getting the proper licenses, hire a ring announcer, make sure the fighters have appropriately stocked dressing rooms, a proper scale for the weigh-in, supplying approved gloves, issuing credentials, and giving officials parking passes. Whew, that's a whole lot of stuff, and it's why Mayweather Promotions does not want to become a licensed promoter.
It's assumed that Mayweather Promotions would need to hire a bunch of people to make sure all of these logistical issues are appropriately handled. Basically, they would need to have an actual business and I don't think Floyd has any interest in the logistics of a fight.
Whenever a "Mayweather Promotions" fighter fights, the promoter responsible for these logistics is Golden Boy Promotions.

I didn't know Floyd could be funnier than Broner.
How funny it would be if Floyd lost to Canelo and Pacquiao trashes Rios. Pacquiao goes on earning mega millions while Floyd will have a hard time even breaking through 700k PPVs! If you get this then you'd understand why no force in this world can make Floyd fight Pacquiao.

Pacquiao asked Floyd to pay 10 mil for every pound Floyd come over the 147 pound limit if he comes over the 147 pound limit,there`s nothing more ridiculous then that,but despite how ridiculous it is,Floyd still agreed.But Pacquiao refused to agree to random testing in which Floyd also agreed to take.Then Floyd bent over backwards and was willing to give Pac a cut off date of 14 days just to make the fight for the fans but pac still turned it down.After Pac turned it down Floyd said next time we negotiate for a fight Pacquiao has to agree to take random testing with no cut off date,And Floyd also found out that Pac don`t deserve 50/50 with him.
If Pac juice would have agreed to testing in the first negotiations we would have been discussing by now how Floyd beat Pac juice easily.

Anybody who thinks, that Floyd thinks, that Manny is going to sign with Mayweather Promotions, shouldn't be taken seriously... And therein, anyone who thinks Floyd still wants the fight, shouldn't be taken seriously on that front either.

I don't care who was the blame the other 25 times the negotiations broke down.
In the past, they have both been wrong.
But today is July 19, 2013... and Floyd just made a new statement, claiming Pacquiao must agree to sign to MAYWEATHER PROMOTIONS, or the fight doesn't happen.
In other words, Floyd doesn't want the fight... because he already knows the chances of that happening are about 1-2%.
