Mayweather's phone call to Punkiao (his 3rd attempt to get Manny in the ring since November) was an attempt to get both sides around a negotiating table, but it appears that Bob Arum and Manny Pacquiao dont seem to communicate that much when Bob is busy arranging Manny's next opponent

There never was any " negotiation ", Mayweather tried to entice Punkiao to the negotiating table by mentioning a figure of $40mil, to show Pacquiao that he would be earning by far his biggest payday ever and that Bob Arum has been ripping him off, but ignorants decided that short off-hand sentence was an official negotiation even though it was just a phone call and even though Mayweather said that he never mentioned the back-end.
