No he cannot fight on the inside literally at all....but I mean he clearly doesn't need to. He's great at what he does and it doesn't involve an inside game, it is what it is.

No, he fights almost exclusively at midrange, where he can get his best leverage froms his legs where most his power and speed come from.
when it comes to infighting, he really just covers up and hops away first chance he gets. Its not his thing. Anyone who says 'yes' doesnt actually know what infighting is.

Pacqiauo's not an inside fighter I can hardly recall him ever fighting on the inside.
He's a midrange fighter he gets his shots off from a short distance where he can use all his angles and get out the way of the shots coming back.
That's why he's very very good against fighters that come at him like Hatton, Margarito, Cotto etc because there right infront of him so he can step back into midrange and fire his shots off.
To a further extent he was very good at using that against Barrera which shows the actual skill level of Manny Pacquaio that alot of people sleep on. Pac's got alot of skills, people tend to miss that in his game. He showed against Barrera.
Another thing people don't realise for Pac to be as successful as he is using his style he has to excellent at keeping range and Manny Pacqiauo is very very good at doing this. Being able to control range so he is in a position he wants to be in as opposed to his opponent. People talk about Mayweather making people fight his fight but Pac is also actually very good at this.
The only time he struggles is when he is fighting someone like Marquez he doesn't want to engage (as much as a brawler type or a skilled boxer puncher like Barrera) because he can't control it like he wants to.
But to the question no Pac can't really fight inside.

He can't or at least he hasn't shown the ability to fight close range. Look what happens then someone gets close enough to throw uppercuts. He gets more leverage fighting at mid range. That's why Roach urges him to avoid being on the ropes.

If by "fight on the inside" you mean "flail and clinch until the ref puts them back at midrange where he can actually fight" then yes.

No. He doesn't stay inside long enough to fight there, that's not where his effectiveness comes from.
Every time a fighter went on the inside against Pacquiao, he shells up and creates distance. He has to be able to see angles and openings in order for him to be as good as he is.
