It says NET ASSETS correct? Well, in that case, it means his TOTAL WORTH - TOTAL LIABILITIES. He could very well have 400 Million in the bank right now or far beyond that but he funds a multitude of things in his country, schools, hospitals, etc. that have to be taken into account as well. He probably writes off a large amount of his income for tax purposes and has off shore accounts that aren't included as his income.

A house for example that costs 4 million dollars may be in his name but he might still owe on that house if he has a mortgage. If he owes 3.5 million on it, they will deduct that from his earnings because it is still owed to someone else and thus, not truly his. Same thing with a business that has a large inventory, they have to include that as part of their liability around tax time so they can count it against any profits for the year to lower their overall perceived profits...so they pay less in taxes.
