I voted for Pacquiao for two simple reasons and the two most important considerations when judging/ranking a fighter:
1. Who faced the better opposition?
2. Who had the most convincing/exciting/exhilarating/convincing wins?
The answer to both is Pacquiao.
Even before Pacman moved up to WW and beat DLH, therefore become a worldwide icon, the guy had already beaten Barrera, Morales, JMM and Ledwabo (people forget how good he was and how significant that fight was). That's multiple champions in multiple weight divisions and almost all of them were HOFers. Pac hadn't even turned 30 yet. Pac KO'd3 of his 4 best opponents and in all honesty should have won the first JMM fight too...if only the judge had known how to count.
Mayweather just like Pac had his defining fight with DLH, the fight that made him a cross over star. Before that he fought the rather terrible Baldomir (a choice of opponent which can be forgiven) and Zab Judah, a decent opoonent in his own right. But prior to that he fought at best B level opposition, Corley, Brussels, Ndou and a shot Gatti. You have to go all the way back to 2002 to see Floyd fight a truly elite fighter in Castillo. Corrales may also be regarded as elite. Floyd didn't look anywhere as destructive as a peak Pacquiao in any of those fights. KOs aren't always important but the killer instinct is. It wasn't there.
Since DLH his resume has been up and down for various reasons, Mosley may be classed as past it and too old, also too inactive. JMM was fat and Ortiz/Guerrero should never have been given the shot. You can't argue with Hatton though and that KO was impressive.
Looking at both guys objectively, you see that Pacquiao is verging on, if not already a top 20 - 25 ATG. Floyd is not.
