Pac didnt duck him Roach and Arum did the management of a fighter generally decides who they fight and its a game of chess to management , Roach said himself " Shane is too good" , so they took Cotto who because of styles and being at his best beat Shane which looks good on paper and a band-aid for sidestepping Mosley , but they waited untill Marg ruined Cotto as Roach said " Cotto was damaged goods " , and just to seal it they made special rules to force Cotto to come under the official weight of his own title ,,,
Pac has been matched very carefully to sidestep fighters that are fast of hand and foot .

Pacquiao did not made and did not invented Catchweights they have been used before. Example Trinidad-Jones Jr at 171.
