    Why all the vacancies at No. 1?
    What's the point of a rankings system and committee if you leave slots vacant?

      IBF ranking makes it so that only the official named mandatory becomes no.1 ranked. The no. 2 is I believe is the next in line for a mandatory eliminator or something like that.

      So if there is no mandatory or mandatory eliminator set at the time, the top two slots are kept open. I actually like the system as it makes it easy to see who is due for mandatory and who isn't just by looking at the ranking.

        The good news: They actually make people fight elimination bouts to become the mandatory challenger.

        The bad news: Often those eliminator bouts are for the two available fighters, and those can bring some low-ranked fighters into otherwise undeserving spots (see Huseyin Cinkara, William Scull, Michael Eifert).

          Really, that's their system? If so, thanks for clarifying but it still strikes me as nonsense.

          Of course the next mandatory chsllenger should be ranked first do why not give the ranking? Even if the mandatory is not due next the fighter could still be ranked first, the champ is just free to select someone else to fight.
